Abstract：We study the stability properties of general systems with local damping. For a single abstract system subject to local damping, we establish polynomial decay rates for the associated semigroup via precise resolvent estimates. We further consider the stability of general weakly coupled systems subject to a reduced number of local or boundary controls. Under the Kalman's rank condition, we show that exponential stability of the underlying scalar equation implies polynomial stability for the fully coupled system.
